OPINION

LARSEN, Justice.

This appeal challenges the constitutionality of the “new drunk driving law,” 75 Pa.C.S.A. § 3731(a)(4), one of several additions to the Motor Vehicle Code enacted by the General Assembly on December 15, 1982.1 Section 3731(a)(4) provides in relevant portion:

*246Driving under the influence of alcohol or controlled substance:(a) Offense defined. — A person shall not drive, operate or be in actual physical control of the movement of any vehicle while:(4) the amount of alcohol by weight in the blood of the person is 0.10% or greater.
