Plaintiff seeks to recover damages for a permanent injury suffered while attending an “Indian Powwow” conducted within the Lane County fairgrounds arena under the authority and supervision of defendant State Board of Higher Education (hereafter “Board”) pursuant to a lease agreement with the *281Lane County Fair Board, an agency of defendant Lane County (hereafter “County”).
