This was a suit to recover a balance alleged to be due for several barges and tugs, the possession of and title to which were taken over by the United States under-the Act of June 15, 1917, c. 29, 40 Stat. 182. The compensation fixed at the time by the President not being satisfactory to the claimant, three-fourths of it was paid, and the claimant, conformably to the Act, sued to recover a further sum which, with what was paid, was alleged to be just compensation.
