This case arises out of the exertion of the power of requisition conferred on the President by c. 29, 40 Stat. 182, approved June 15, 1917, known as the Emergency Shipping Act. There is involved the question whether a certain contract for the construction of a ship was requisitioned: and if it was, upon what basis is just compensation to be ascertained.
