Ali S. Muhammad, the pro se plaintiff in this civil lawsuit, seeks declaratory and injunctive relief against defendants Federal Deposit Insurance Corporation (the “FDIC”), as receiver for Washington Mutual Bank, and JPMorgan Chase Bank, N.A.
