Petitioner Jeong Seon Han is a Korean national who, until recently, was actively employed as an engineer aboard a U.S.flagged commercial fishing vessel. Han has filed a petition for habeas corpus in this Court in which he complains that he has been “effectively .detained by the United States pending a U.S. Coast Guard investigation into purported violations” of federal and international environmental law.
