MEMORANDUM OPINION AND ORDER

Pro se plaintiff James F. Hoskins brings this action against the Secretary of the Department of Homeland Security (“DHS”), and the United States Coast Guard (“USCG”), alleging claims under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., the Federal Tort Claims Act (“FTCA”), 28 U.S.C. 1346(b)(1), and the Rehabilitation Act of 1973, 29 U.S.C. § 791 et seq.
