MEMORANDUM AND ORDER

ELFVIN, District Judge.

Plaintiff Reilly brought this action pursuant to the Rehabilitation Act of 1973 (“the Rehab Act”), 29 U.S.C. § 791, alleging that the United States Department of Housing and Urban Development (“HUD”) had unlawfully discharged him from his position as Area Counsel without proper accommodation of his handicap — namely, alcoholism. After a non-jury trial before this Court, liability of HUD was found to exist. See Memorandum and Order dated August 29, 1991.
