Philip M. Young appeals his conviction for driving under the influence of alcohol in violation of Neb. Rev. Stat. § 39-669.07 (Cum. Supp. 1992). At the time of his arrest, his license was impounded pursuant to Neb. Rev. Stat. § 39-669.15 (Cum. Supp. 1992), and he petitioned the Nebraska Department of Motor Vehicles for an administrative hearing to appeal the automatic revocation of his driver’s license.
