WILNER, Judge.
We have before us five cases in which the State sought guardianship of a child pursuant to Maryland Codé (1984,1991 Repl.Vol.), § 5-313 of the Family Law article. A judgment of guardianship under that section terminates the parental rights of the parents of the child and permits the State, through its Department of Social Services (DSS), to consent to the subse quent adoption or other long-term placement of the child without the need for any further consent of the parents.
