OPINION

BASKIR, Chief Judge.

Three Plaintiffs — Dr. Imari Abubakari Obadele, Mr. Kuratibisha X Ai Rashid, and Mr. Kalonji Tor Olusegun — seek compensation from the United States in order to redress wrongs they — or, more specifically, their ancestors — suffered as members of the African American race. Plaintiffs assert that the Tucker Act, 28 U.S.C. § 1491(a)(1) (1994), and the Civil Liberties Act of 1988. 50 U.S.C. app. § 1989b-4(h), Pub.L. 100-383 (Aug. 10,1988), 102 Stat. 903, (the Act, or the CLA), as amended Pub.L. 102-371 (September 27, 1992), 106 Stat. 1167 (West 2001), entitle them to…
