Respondent, Arthur Stanley Lazerow (Lazerow), a non-practicing member of the bar, was, at the time of the events involved here, a real estate developer, rental property manager and builder of “for sale” homes for low and moderate income markets in Frederick and Montgomery Counties. Under great financial and emotional pressures, described below, Lazerow used in excess of $200,000 of home purchasers’ down payments, statutorily required to be held in escrow accounts, to pay bills of the respective home building enterprises.
