INTRODUCTION

This action comes before the court on Plaintiff International Trading Co.’s (“Int’l Trading”) Motion for Summary Judgment (“Plaintiffs Motion”) and Defendant’s Cross-Motion for Summary Judgment (“Defendant’s Cross Motion”). Plaintiff is an importer of shop towels from Bangladesh who seeks a refund of the increased antidumping duty applied by the United States Customs Service (“Customs”) 1 plus the accrued interest paid on its entry.
