COFFIN, Chief Judge.

On the morning of January 29, 1975 approximately 100 University of Puerto Rico students marched to the office of the University’s chancellor, Dr. Ismael Rodriguez Bou, to protest the University’s refusal to suspend classes so that students might be free to attend certain departmental meetings. Unidentified students participating in the march banged on the doors and windows of the chancellor’s office and made loud remarks. The march dispersed at noon.
