This appeal arises out of an action for declaratory and injunctive relief and damages brought in the United States District Court for the District of Puerto Rico pursuant to the equal protection and due process clauses of the Constitution, Title IX of the Education Amendments of 1972, 20 U.S.C. § 1681 (Title IX), 42 U.S.C. § 1988, the Constitution of Puerto Rico, and several Puerto Rico laws.
