The present appeal stems from complaints of discrimination filed by John H. Bush against his former employer, the City of Wichita. One complaint was filed with the Wichita Commission on Civil Rights (WCCR) and a second complaint was filed with the Kansas Commission on Civil Rights (KCCR). Both agencies found, on the basis of an investigation by the WCCR, there was no probable cause to credit the complainant’s allegations of discrimination.
