These cases involve the validity of certain Rules of Procedure adopted by the Commission on Civil Rights, which was established by Congress in 1957.1 Civil Rights Act of 1957, 71 Stat. 634, 42 U. S. C. §§ 1975-1975e. They arise out of the Commission’s investigation of alleged Negro voting deprivations in the State of Louisiana.
