This litigation concerns the propriety of two accountings by the Department of the Army of deductions made from a soldier’s pay to effectuate a child-support allotment. Appellant, Andrew Hollis, sues on the theory that releases of that information — first to the congressman and later to the attorney of his ex-wife, Phyllis D.
