Appellant Thai Plastic Bags Industries, Co., Ltd. (“TPBI”) appeals the decision of the United States Court of International Trade (“CIT”) affirming the United States Department of Commerce’s (“Commerce”) Final Results of the Fifth Administrative Review of the Antidumping Duty Order covering polyethylene retail carrier bags (“PRCBs” or “subject merchandise”) from Thailand.
