OPINION

GARBARINO, Judge.

¶ 1 Pursuant to the express language of Arizona Revised Statutes (A.R.S.) section 28- 3318(D) (1998), “[compliance with the mailing provisions of this section constitutes notice of the suspension or revocation for purposes of prosecution under § 28-1383....
