Action for declaratory judgment to have an ordinance of Kansas City declared un*538constitutional and to have an injunction against its enforcement. The court held the ordinance valid and plaintiffs have appealed. We affirm.

Plaintiffs’ appeal here is on the basis that construction of the Constitution of the United States and of this state is involved, claiming the ordinance is arbitrary, unreasonable and discriminatory.
