BEASLEY, Judge.

Defendant appeals from a judgment ordering appropriation of $4,795,784.00 to the Plaintiff’s local current expense fund. For reasons stated below, we affirm.

This appeal arises from a dispute between Defendant (Duplin County Board of County Commissioners) and Plaintiff (Duplin County Board of Education) over the amount of money that Defendant appropriated to Plaintiff for the 2008-2009 Fiscal Year (FY 2009).
