Defendant was convicted of racketeering, ORS 166.720, based on his successful efforts, through letters on his law office letterhead, to induce medical providers to accept reduced payments of their billed charges for services to his client by misrepresenting the amount of insurance settlements that had been negotiated. The conviction was based on predicate charges of theft by deception, ORS 164.085, and issuing a false statement, ORS 165.100.
