OPINION

WILLIAMS, Judge.

This post-award bid protest is before the Court on the parties’ cross-motions for summary judgment upon the administrative record.2 Oral argument on the motions was held on September 3, and the parties completed briefing on October 23, 2003. Gentex Corporation (Gentex) challenges the Air Force’s award of a contract to Scott Aviation (Scott) for the development of aircrew masks to provide protection for military aircrew in a chemical or biological warfare environment.3 Plaintiff asks this Court to issue a permanent injunction and a declaratory judgment terminating the…
