Appellant, the City of Fort Smith, brings this appeal from the Crawford County Circuit Court’s award of attorney’s fees in an eminent domain action. The City argues that the circuit court misinterpreted and misapplied Rule 11 of the Arkansas Rules of Civil Procedure in awarding attorney’s fees. Appellees and cross-appellants, J.D. Carter, Mary Lois Carter, Lee. Hackler, and Patricia Hackler appeal the circuit court’s finding that Ark.
