| Appellant, Malik Muntaqim, is an inmate in the custody of the Arkansas Department of Correction (“ADC”), Ouachita Unit. He claims that he was denied access to certain religious publications and the right to lead Nation of Islam religious services while in the custody of the ADC. Muntaqim claims these two restrictions violate his rights under the First and Fourteenth Amendments to the United States Constitution, the Religious Land Use and Institutionalized Persons Act (“RLUIPA”) 42 U.S.C. §§ 2000cc (2000), et seq., and the Arkansas Constitution.
