On July 2, 1996, Harold Leonard (“Leonard”) filed the above-captioned action against the University of Delaware (“the University”), Paul Mettler, and Mary Martin (collectively “the defendants”) for violating his constitutional right to due process and for breaching a prior settlement agreement.
