Petitioners seek review of a final opinion and order of the Land Use Board of Appeals (LUBA) upholding Jefferson County’s adoption of a comprehensive plan map that designated the Camp Sherman unincorporated community. Petitioners argue that there is a lack of substantial evidence that the adopted map accurately represents what the county has designated as the Camp Sherman unincorporated community.
