This is an appeal from an order, judgment and decree, of the United States District Court for the Eastern District of Oklahoma in which the defendants-appellants were enjoined pending the preparation of an environmental impact study “of the effects of the Flint Ridge Development on the quality of the human environment” by the Secretary of Housing and Urban Development and Office of the Interstate Land Sales Registration, a division of the Department of *242Housing and Urban Development.
