This is a scire facias case, brought here on an attempted writ of error.
When the cause was first submitted on November 11, 1914, the record was only a certificate by the clerk of the lower court and the motion of the Assistant Attorney General to affirm on that certificate. -No other part of the record was then before us. The certificate of the clerk of the lower court did not show that any citation had ever been issued or served.
