This action was instituted by the plaintiff, a resident and taxpayer of the Schoo.1 District of Lancaster County, individually and representing all other persons similarly situated, to enjoin the defendant County Board of Education of Lancaster County from issuing general obligation bonds in excess of the 15 per cent debt limit prescribed by an amendment to Article X, Section 5, of the South Carolina Constitution, ratified by the General Assembly in 1965.
