Pursuant to Hawaii Revised Statutes (HRS) § 602-5(3) 1 and Hawaii Rules of Appellate Procedure (HRAP) Rule 14, 2 this court accepted original jurisdiction over an action previously filed in the First Circuit Court by State Senator Russell Blair (Blair). Blair sued Lieutenant Governor Benjamin Cayetano (Cayetano), in his capacity as chief elections officer of the State of Hawaii, to enjoin him from placing on either the primary or the general election ballot two proposed constitutional amendments concerning changes in school governance purportedly adopted as Act…
