Plaintiff brought this action against the Lake County Fair Board (the board), alleging that the board rejected his job application in retaliation for his previously having complained that the board engaged in unlawful hiring practices — hiring a business partner of a board member and a relative of another board member. Plaintiff also, in a separate action, sued the board, alleging that the board’s hiring practices violated statutes prohibiting conflicts of interest and that those hiring decisions were made at a meeting that did not conform to statutory notice requirements.
