In this case, the National Labor Relations Board (“NLRB” or “Board”) petitions for enforcement of an order holding that the United States Postal Service (“Postal Service”) violated sections 8(a)(1) and 8(a)(5) of the National Labor Relations Act (“Act” or “NLRA”), 29 U.S.C. §§ 158(a)(1), (5) (1988), in refusing to bargain with the American Postal Workers Union (“APWU” or “Union”) over service reductions made in 1988.
