HOLOHAN, Chief Justice.
This matter comes before the court on cross-appeals by the counties of Maricopa and Pima and their sheriffs, plaintiffs in the trial court, and by the Department of Corrections and its director, defendants in the trial court.
The plaintiffs sought by an action for declaratory judgment to establish that the Department of Corrections, a state agency, is responsible for the costs incurred by a county in maintaining sentenced felons in county jails pending delivery to the state and for the cost of transporting such prisoners to state detention facilities.
