FELDMAN, Justice.

Larry Wayne Large (petitioner) is a prisoner committed to the custody of the Arizona Department of Corrections (DOC) and confined at the Alhambra Treatment Unit (ATU), a mental health treatment facility. On April 23, 1985, Large filed a “Petition for an Order Prohibiting Forcible Administration of Psychotropic Drugs,” Maricopa County Superior Court Cause No. MH 27765.
