FIRESTONE, Judge.
This case arises over a contract entered into in 1997 between the United States General Services Administration (“GSA”), La-Salle Partners (“LaSalle”), and, subject to dispute, Moore & Associates, Inc. (“Moore”). The contract was for the purpose of providing asset management and development services to the government in connection with a plan to convert the former Naval Surface Warfare Center in White Oak, Maryland into a campus for the Food and Drug Administration (“FDA”).
