Plaintiff, System Planning Corporation (SPC), brings this suit under the Contract Disputes Act (CDA),1 claiming that the United States Air Force (USAF, defendant or the government) breached a contract with plaintiff in which plaintiff agreed to provide an Advanced Entry Control System (AECS) to control access to USAF facilities.
