I. INTRODUCTION

This matter is before the Court on Plaintiffs Motion for preliminary injunction (Doc. # 7). A hearing was held Wednesday, July 19, 2006 at 10:00am. For the following reasons, the Court GRANTS Plaintiffs Motion.

I. BACKGROUND
