The issue in this case is whether a motor grader that was used to remove snow and ice from county highways and was subsequently involved in a traffic accident is a "motor vehicle" within the meaning of sec. 345.05(2), Stats. 1 The appellants, Wisconsin County Mutual Insurance Corporation, Winnebago County, and Edward W.
