RESTANI, Judge.
On November 14, 1996, this court remanded the Department of Commerce, International Trade Administration’s two letter rulings in Stainless Steel Plate from Sweden. 1 Bohler-Uddeholm Corp. v. United States, 946 F.Supp. 1003, 1004 (Ct. Int’l Trade 1996). The letter rulings reversed the Treasury Department’s 1976 post-finding scope ruling and held that two grades of stainless steel plate sold by plaintiff Bóhler-Uddeholm Corporation under the trade names UHB Stavax (“Stavax”) and UHB Ramax (“Ramax”) were within the scope of the 1973 antidumping finding issued in Stainless…
