This is an appeal by the City of Healdsburg (hereinafter referred to as the “City”), its Building Inspector (hereinafter referred to as the “Inspector”), and the five members of its City Council (hereinafter referred to as the “Council”) from the judgment of the trial court ordering that a writ of mandate be issued to compel the Inspector to issue a building permit to respondents, William and Vera Plum.
