Plaintiff, City and County of San Francisco, appeals from a judgment in favor of defendants in an action seeking to abate a public nuisance and for injunctive relief against defendants.
Defendants, owners of real property located in San Francisco, filed an application in' March 1964 with the central permit bureau of the department of public works of said city for a permit to construct a building containing 15 dwelling units and 15 off-street parking spaces.
