This action was brought by a resident and taxpayer of Marin County to restrain the members of the board of supervisors of that county from issuing to the Benicia Food Products Company a use permit to construct and operate a fish cannery and reduction plant within an unincorporated part of the county. The plaintiff also sought an injunction against the members of the board to restrain them from adopting an ordinance that allegedly authorized the construction and maintenance of the proposed plant in this area.
