Plaintiff is the appointed chapter 7 trustee for the bankruptcy estate of Davis Chevrolet, Inc., a nonoperating automobile dealership located within the boundaries of the Navajo Nation (“Nation”), a federally recognized Indian tribe. Plaintiff brought suit against the Nation in the United States Bankruptcy Court for the District of Arizona on December 17, 2001.
