This proceeding was commenced in the Police Court of the city of St. Louis on the 11th day of April, 1924, by the arrest of defendant on the charge of having violated the traffic ordinance of said city, known as Ordinance No. 32926, in that he had driven along the streets of the city at a speed of thirty miles an hour. The specific provisions of the ordinance charged to have been violated are found in Clause (a) of Section 2 thereof, and are as follows:
