Plaintiff Tommy L. Skinner appeals from the district court’s August 25, 1989 order granting summary judgment in favor of the Secretary. For the reasons set forth below, we REVERSE.

Mr. Skinner filed an application for disability benefits on October 14, 1986 pursuant to Section 205(g) of the Social Security Act (“Act”), 42 U.S.C. § 405(g). He alleged disability commencing March 14, 1986, due to arthritis and musculoskeletal difficulties in the right shoulder and knee. His application was denied initially and on reconsideration by the Social Security Administration.
