DUFFY, District Judge.

This matter is before the court upon Plaintiffs’ Motion to Remand. Defendants oppose this motion. For the following rea sons, Plaintiffs’ Motion to Remand is granted.

I. BACKGROUND

Plaintiffs are homeowners who purchased flood insurance from Defendants. Plaintiffs, individually and on the behalf of those similarly situated, allege that Defendants improperly steered them to purchase flood insurance coverage which was more expensive and in excess of their dis-cernable needs.
