WIENER, Circuit Judge:

Plaintiff-Appellant Merlin Campo appeals the district court’s grant of summary judgment in favor of defendant-appellee Allstate Insurance Company (“Allstate”). Campo held a Standard Flood Insurance Policy (“SFIP”) issued by Allstate as a Write-Your-Own (“WYO”) carrier participating in the National Flood Insurance Program (the “Program”). This policy expired just before Hurricane Katrina destroyed Campo’s home.
