MEMORANDUM OPINION

BENNETT, District Judge.

Pending before this Court are Defendants’ Motions to Dismiss Complaint pursuant to Fed.R.Civ.P. 12(b)(6), and Defendants’ Motions to Quash Plaintiffs’ Demand for a Jury Trial. This Court has jurisdiction under 28 U.S.C. § 1331. The parties’ submissions have been reviewed and no hearing is necessary. See Local Rule 105.6 (D.Md.2004).
